What steps will reproduce the problem? two steps, configure and make :
1. The command:

I cannot reproduce this problem.  Running make should not cause configure to 
run again.  You can see it then uses different arguments.

At least try: "cd src", "make distclean", edit the Makefile for the configure 
options you like, then run "make".

At least the configure check for Xutf8SetWMProperties() appears to work.
