This is a one-time budget request to implement and deploy yDiscount, a scheme giving contributors opportunity to buy locked YFI at discount, previously approved by governance in YIP-66. There are small adjustments made to the spec to better take into account changes to veYFI and team structures that took place after the approval of the YIP.

Implement yDiscount according to the requirements in vyper, tests using apeworx framework
Solicit internal reviews and resolve any discovered issues
Deploy contracts on mainnet
The goal is to be ready in time for yBudget to submit allowances for July, which would take place in the first days of August
