Description

Using weekly decay, simplifies integration with other protocols.

We should add a test to surface the bug and validate the change fixes the reported issue

With the changes, it becomes possible to increase the power for a past snapshot (within the same week) I don't think that's an issue but we must remember that. Another option is to consider a lock modification to start applying power changes the week after the lock.
