This PR removes the old versioning system and replaces it with a new, manual one. This is done because there are now multiple products that require versioning and the existing system does not support that.
Smart Contract documentation is the only part of the site that used versioning. It has been moved into the developer section of the site and has been removed as a main category. This is in anticipation of larger changes to be made to follow #445 . A link was added to the getting started sidebar to find the smart contracts from there.
