Rolling back Levante core tasks from 18 to 16

Proposed changes

We are currently using version 18 on our dashboard, and for the TROG (syntax) task, the sentences are now showing up, which was not the case with version 16. Since we’re running administrations with the syntax task right now and we don't want the sentences to show up, I’ll be rolling back to version 16 on our end.
