Write only the enabled rules to the output files does not pick up local rules #173

What steps will reproduce the problem?
pulledpork.pl -E -c /etc/snort/pulledpork.conf

What version of the product are you using? On what operating system?
using version 0.7.0 on Ubuntu 12.04.5 LTS

Please provide any additional information below.

Rules in the local.rules file are not included in the generated sid-msg.map 
file when -E option is used. When -E option is not used, custom rules mapping 
are written on the sid-msg.map file.
