Configurable hard limit to food restored from Hearty Feast #68

Currently (Scaling Feast 1.3.3 in MC 1.12.2), there appears to be no easy way to limit the hunger restored by the Hearty Feast. I would like if there was such a limit that was configurable (default: -1 == no limit, 0 means the food is disabled) so packmakers can limit the effect of the Hearty Feast and prevent players from filling up on thousands of food points off just one block.

This is a reasonable request that has a handful of use cases. Sure, I'll add a config option for it.
