Fixes #52.

Set default filter to 'title'
Removed 'disabled' filter
Fixed title filter to list all programs when the form value is empty
Changed tag filter to use regular expressions (before an exact match of the tag was needed)

I like it! Could call on the tag filtering by regexp. Merging.
