add QA tasks to agenda #330

Let's add quality review jobs to the agenda of QA. Also, let's remove them from the agenda, when quality verdicts are given.

There is a monetary reward attached
@carlosmiranda/z will get 50% of their hourly rate for this job
Some equity will be vested on completion
The job doesn't have any impediments
The budget is 30 minutes/points
