jobs.xml is missing #340

According to https://github.com/zerocracy/farm/issues/925 PMO should contain jobs.xml file to store hiring info and display it on /jobs page. Each job element should contain project id, hiring text and user who submitted the job.

@g4s8 I decided to call them "vacations" to avoid conflicts with jobs in projects.
