Peak latency calculation is too strict #82

When we're calculating peak latency in Qos.php package we're doing it too strictly. Peak latency should be calculated as an average of 5% longest requests.

First, we make all requests. Then we select the longest of them, just top 5%. Then we calculate an average among them. This is peak latency.
