Update checkstyle #1169

This PR bumps checkstyle from 8.15 to 8.45.1, which is the last version in 8.x series. While it is motivated by #1148, it is possible that it will solve some other issues.

While Checkstyle may be updated further (up to 10.x), I kept this PR focused on one task to simplify code review.

Unfortunately, PR currently contains issues, which I'd like to discuss in separate threads.
