Two-steps invalid exceptional flows cause exceptions instead of errors

This code cause an exception on requs demo:

UC1 where User (a user) does something:
  1. "Something happens".
UC1/3 when "a problem":
  1. "We notify user about the problem";
  2. Fail since "the problem".

For some reason, if we remove the flow 1 from exceptional flow, the code will compile (with errors, as expected):
