I'm having a similar issue, @memoryzgl were you able to find a solution?

This is the error message I was getting when executing catkin_make yolov3_pytorch_ros :

make: *** No rule to make target 'yolov3_pytorch_ros'. Stop. Invoking "make yolov3_pytorch_ros -j8 -l8" failed
