update maven-changes-plugin #126

Starting with version 2.4 the plugin comes pre-configured for a whole bunch of 
different issue management systems.
issueLinkTemplate property has become redundant.

Unfortunately versions higher then 2.4 (2.5, 2.6) fail when 'mvn site' is 
executed.

The change is backed out. The plugin is broken and the links in the changes.xml 
are not generated at after the fix.
