Limit calls of Hastructure

there is a risk that user may send lots of request to theHastructure and caused a performance hit on the server.

Solution:

• Add a config option ,with limit to Num of call's per second
• Add a limit of scenario when running multi scenario analysis
• Add a limit of deals when running multi struct analysis

throw error to user if number exceeds the limit
