Fine-tune layout parameters #25

We should fine tune layout parameters such as desired edge length (30 looks 
good).
Currently there is no single point from which we can change these, maybe a 
change in the class structures might also achieve this.

With some changes in chilay2x, we can now change defaults in 
LayoutInspectorAction.
Desired edge length is set to 30; more tuning may come with further inspection 
of the layout module.
