ExtInfoWindow: extinfowindowopen fires before window is drawn

What steps will reproduce the problem?
1. Click on marker to open ExtInfoWindow

What is the expected output? What do you see instead?
extinfowindowopen event should fire after the window is open and drawn.

instead it fires during initialize function but before redraw function
(window is not on the screen yet).
