IE makes new requests for custom cursor image when using map.getDragObject().setDraggableCursor() #70

What steps will reproduce the problem?
1. Click the marker control button
2. Move the cursor around the map, notice in IE that multiple download 
requests are being made
3. Move the cursor very quickly and it disappears, because it can't 
download that quickly

What is the expected output? What do you see instead?
In FF/Safari/Chrome, the image is only retrieved once
