GeometryControls' tooltip position is wrong when digitizing around the date line #71

What steps will reproduce the problem?
1. set zoom level to around 2-4
2. start digitizing (any control)
3. tooltip will be in wrong place or hidden altogether

What is the expected output? What do you see instead?
It works except around the date line. 

Please use labels and text to provide additional information.
I'll have to see what numbers its getting from the map to diagnose the 
proved
