rate, incidence, etc #35

Hi,

I was looking at infection incidence, incidence rate, incidence proportion and 
other siblings such as endemic rate etc...

For example, the definition of infection incidence rate is "A quality that 
inheres in an organism population and is the infection incidence proportion per 
unit time." with comment "An instance of infection incidence rate is measured 
by dividing a measure of an instance of infection incidence proportion by the 
length of the period of time over which the incidence was measured."

I was wondering why those were asserted as qualities; shouldn't they be of type 
IAO_0000109, measurement datum?

I think a measurement of incidence would be a measurement datum, but I think 
too that there is an actual incidence that is a quality of a population.  
Usually, we estimate the population incidence by sampling some members of the 
population and using some assay to determine whether they are infected.   With 
this measurement, we estimate incidence both of the sample population and the 
population from which it was sampled.
