Adds a DestroyFoliageSystem to query and delete trees and plants
Also added an event listener delegate to any settings being changed. It was useful when debugging settings changes so I left it in, but can also take this out!

I created a map/save with every type of foliage I have (not including BP asset pack) along with buildings, parks, roads, and various props. Only the three clusters of "foliage" are deleted which I was expecting. One of the clusters includes some items in the Foliage classification like FlowerPots, PlantPots, and Hedges. Not sure if deleting these are expected or not.
