If user opt'd out of core-* elements, give them a different layout #140

The new iteration of the generator gives you a core-drawer-panel scaffold by default. If the user has opted out of installing core-* elements, it should just provide the old layout.

Closing this as the generator is now based on Polymer Starter Kit.
