Omit optional tags from templates #243

Per the spec, html and body tags can be omitted under most circumstances.

Sooooooo. Remove them. 👋 bye, tags!

hmmmm I think I'd prefer to leave them in. I don't like relying on parser behavior in this way. It requires additional understanding of the rules and gotchas.
