Reload page without cache still use cache #578

Goto this page:
https://src.chromium.org/viewvc/chrome/trunk/src/chrome/VERSION?view=markup
and use reload page without cache to reload it.
You will find past time(like:23 hours, 58 minutes ago) doesn't change until you 
use ctrl+F5 to reload it.
