Flashing phantom lines #580

What steps will reproduce the problem?
1.using a gesture to change tabs.
2.using a gesture to go back to the previous tab 

What is the expected output? What do you see instead?
The expected output: nothing
Actual output: phantom flashing line

What version of the product are you using? On what operating system?
Whatever the latest version is, Windows 7

Please provide any additional information below.
If you use a gesture to change tabs, and then back again, you will see the 
gesture you used to change tabs the first time flash for a second.

Experiencing the same issue in 18.0.1025.11 beta-m, Windows 7 Pro x64.
