Allow gestures on blank/loading pages #603

When a page is blank or in the process of loading a webpage, it is not possible 
to perform a gesture on that page. One must either wait for the webpage to be 
loaded sufficiently (some sites need to be loaded completely before a gesture 
can be performed), or move to a different tab.

This extension is ideal for browsing efficiency, and, if it were possible, it 
would be even more efficient if we could access gestures on a blank or a 
loading page.

furthermore it isn't possible to do gestures on configuration sites or on the 
"New Tab" page. This breaks the consitent flow of using the browser with 
gestures
