New Tab URL Option Does Not Work #618

What steps will reproduce the problem?
1. Set either "Home Page" or "Custom URL" in the "New Tab URL" setting under 
"New Tab Settings" in "Other Settings".
2. Open a new tab.

What is the expected output? What do you see instead?

Chrome's default "New Tab Page" is displayed, instead of either the Home Page 
or the Custom URL specified.

What version of the product are you using? On what operating system?

Chrome 19.0.1084.52 m on Windows 7 Ultimate SP1 x64
