mouse wheel scrolling in bookmark list does not work #638

What steps will reproduce the problem?
1. click on "customize and control" button
2. select "bookmarks"
3. use mouse wheel in bookmark list

What is the expected output? What do you see instead?
expected: go up and down the list of bookmarks while spinning mouse wheel.
seen instead: while wheeling down, the list of bookmarks scrolls down only 4 
lines and goes back to the top instead of scrolling down to the bottom.

What version of the product are you using? On what operating system?
chrome: 27.0.1453.116 m
smooth gestures: 0.17.7
windows 7
