After 0.17.14 upgrade not working #646

What steps will reproduce the problem?
1. after upgrade to 0.17.14
2. open extension setting
3. visit web page

What is the expected output? What do you see instead?
2. Expected settings dialog, only heade, button add gesture and fixed right 
part is shown.
Uncaught TypeError: Cannot read property 'settings' of null options.js:26

3. Expect extension icon in URL bar. But nothing shown, extension not working, 
some errors on console.

What version of the product are you using? On what operating system?
Lubuntu 13.10, Chrome 31.0.1650.63
