Please provide us with Logs of f.e. the PM / Nukkit Server you are running the game on and logs of the Waterdog instance. For the Waterdog Logs, make sure to delete all IP Addresses before proceeding.

Do you have anything modified in nukkit config that may cause this? Do you use resource pack in server? Also what do you exactly mean by beginning of the game? Maybe try using older version of nukkit / waterdog and report us if it helps.
