using the setEncryptInfo always results in a password protected pdf #12

When using the setEncryptInfo with an empty password this password isn't held back resulting in a password prompt for users to open the pdf.

Apologies @ppdeblieck, this one fell through the cracks. This has been fixed in version 1.3.1.
