Depend on newer version of attoparsec, or don't use peekChar #4

attoparsec 0.10.1.1 doesn't have the peekChar function. As a result, cabal install css-text fails on Debian stable.

Thanks for the report! We will need to make it work with both older and newer versions of attoparsec.

oh, actually that version is more than a year old now, so I think I will just change the lower bounds
