Ubuntu 13.10 does not allow php5-fpm service to be used with init #20

Thank you for PR's, could you please advice how did you tested this one? I'm having hard times to get running 13.10 with vagrant boxes...

I installed downloaded opscode's .deb package for 13.04 manually and installed it. I opened an issue on their jira for ubuntu 13.10 installer also: https://tickets.opscode.com/browse/CHEF-4660.
