They have different icons for Virt-Manager in 16 and 22 than in the folder 48.
This means in practice that they have the breeze equivalent of the current icon in Reversal for the application launcher and Desktop Icons, but the monochrome icon when you enable the system tray option in Virt-Manager to display Virt-Manager in the System Tray.
You currently have most icons under the scalable directory.
I assume you would have to move it from scalable to 48 and use the monochrome icon from breeze for 16 and 22, but I am not sure how exactly the directories under apps behave. (e.g. 16, 22, 48, scalable)
I tried to create a 16 and 22 directory with the monochrome icon from breeze and moved the current icon from scalable to 48, but now I have the monochrome system tray, but the icon for desktop shortcuts is the icon from breeze.
Sadly I did not find much documentation about how exactly icon themes work.
