Log in as AAF Admin & User #13

As an AAF admin I can log in with my ignition account/password so that I can review each submission and provide my approval

As a person assigned an admin role, this person will automatically be re-directed to the approval screens

Passing user id and IsAdmin boolean in header with responses.

Set up openam inside docker container. Ignition ID and admin boolean now added to the headers of every response. Header names are currently Uid and IsAdmin.
