Initial work on the data service #37

Just got a very basic data service in place. It doesnt have everything we need yet, but not having some groundwork was an impediment to other dev work.

This is for #34

Future to-do (though in my opinion it shouldnt block this PR):

[ ] Add rootScope application var, watch it to auto create update calls, and add the initial create logic.
[ ] Document how the ng-model-settings debounce var is going to be set
[ ] Add the search features to the service (get all applications for a given user)
[ ] ????
[ ] PROFIT!!!
