rule for Fast DNS #331

I'd prefer doing this explicitly by adding fast DNS addresses in Bypassed IP list if someone is using a DNS which is not a private address (something assigned from ISP router like 192.168.1.1) or not in GeoIP direct list.

Fast DNS should be fast and it does not matter whether if it is polluted.
