improve handling fork env

Description

Improves handling fork envs.

• Use the fork signer when on fork, to be able to freely sim a tx using a mocked user (or current user)
• Fetch series ilks for both the default provider and the fork provider (when using fork); combine the data
• Restore using swr for fetching fork data, but include the fork url as a dependency to ensure the data is fresh for the current fork
• Adds buttons to the support toolkit when wanting to change the fork url or mock account; before, changing the input wasn't consistently working
• Filling eth will now refetch the eth balance and update the ui appropriately (also throws a success toast up)

Also includes:

• Use the relevant mar-sep roll fork url in env
