Add a School Filter Error

When you're logged in as a staff member, all regions still show up for the staff member to select when adding a school, even ones the staff member is not assigned to.

In the new_school form, all the regions show up in the dropdown. Should fix this in the controller, select only the regions belong to the user and pass to the view.
