Classes Page School Select Error #27

When viewing the classes page as the super admin, the new school I created, The Harbor School, does not show up in the drop down menu.

This is because the programs here are selected by the term. But the term support has not been fully implemented and is inconsistent across the site. The programs created in the program page are not associated with any terms yet. So I removed the query constraint of "term_id" from attendance/roster pages. But maybe we will readd them later when we decide to implement the term support.
