Reordering of test cases not reflected in problem #21

An issue with the new "tab" editor for test cases...

When I reorder the test cases and click update, the reordering is not reflected. It also does not appear to be saved since when I edit again, the old ordering comes up.

Yeah, somehow the ordering is not working at all. Working on this now.
