prettify setting page #101

20190612103252 20190612103401 set a few css rules for setting page with in-line style(no need for individual css files here), typography is based on wordpress theme 2019 , and the color on aliyun console, added screen media rules for devices above and under 782px. i'm new to this git thing, comment if anything.

i'd like to add the aliyun iconfont logo on the side, not sure if you guys like it.
