non ascii filename is garbled with xSendFile

What do you mean by garbled? Any examples?

IE doesn't recognize UTF-8 filename in "Content-Disposition" Header,

for instance, when a filename is "日本語のファイル.txt" , IE8 -> garbled filename in download dialog IE10 -> file name is forced to "download"
