Is it possible to blur dash to dock and gnome dialogs?

Your title and your message describe different things. GTK elements are decoupled from Gnome. To blur shell elements themselves an extension is sufficient. https://extensions.gnome.org/extension/3193/blur-my-shell/ No clue about gnome dialogs.
