fix block button link #34

As it is now the hover has the rights colors but not on default status:

Unfortunatly I have to reject this pull request. As it is, it removes the custom color feature of the block editor. I've added an evolved version of your proposal to this commit 56a1fed. The new used class for the fix is a.wp-block-button__link:not(.has-background):not(.has-text-color)
