site survey shows 0 rssi 0 channel and -99 for all #146

Sitesurvey shows 
gold
00:80:48:64:F2:41 on Channel 0
Quality:    Signal 0 dbm / Noise 0 dbm
"1%"
SNR -99 dbm

silver
00:80:48:64:F2:03 on Channel 0
Quality:    Signal 0 dbm / Noise 0 dbm
"1%"

can't change 11b mode. It shows 11b in webif but its 11g in iwconfig
