Add Logger based logging.

• Created a logger for the dev server.
• Initializes logger and binds to console with ansi colors,
• formats messages slightly and adds an ascii banner on start.

Not a huge change for now, but it does open the door for more diagnostics/config driven choices which might become more important later.
