Add ability to add an external WMS

Add ability to manually add an external WMS from a list of WMS servers provided 
by MassGIS and also ability to manually enter a WMS server URL.

The addition of text when printing to say WMS won't print is nice, but we see a 
time out situation now when attempting to print if a WMS layer is on the map.  
Is there a way to skip over the WMS layer (as the basemap is skipped over?)  
Seeing the blue bar go for minutes and then getting no print page at all is 
pretty user unfriendly.  I thought this was mentioned before, but I can't see 
where exactly.
