Crash on Win32 when New button is pressed #9

What steps will reproduce the problem?
1. Compile in either Debug or Release mode.
2. Run application and press New button

What is the expected output? What do you see instead?
Program should open a new part document.  Instead, program crashes.

This is caused by low-spec OpenGL not being handled. This will be fixed when 
bug 2 is
fixed.
